Availability is contextual

A feature may be generally available, entitlement-controlled, or unavailable because a required provider or readiness check is not active. The app's current account state is authoritative for your access.

What the labels mean

A plan is a recurring tier, a pass is a one-time unlock for a specific tool, and a quota is a usage boundary. A pass is not a plan tier. Product Docs keep these concepts separate.

Unavailable means unavailable

When a capability is not configured or is still gated, CareerOS should show that state. Do not treat a button, a historical page, or a planning document as proof that a feature is available.
